Working closely with his family and friends, Flores has established an elaborate network of pilots that moves drugs from South America into Mexico for the Sinaloa Cartel. The network includes a maintenance plant, a training school and a cargo carrier, all legally registered in Mexico. Flores also moves bulk cash north to south for the cartel and uses front companies to help him launder money and conceal illegal businesses. These include a restaurant, a cattle ranch, an agricultural business, a manufacturing and distribution firm, a sports management club, an electronics company, and an office supplies store according to the US Treasury Department. US authorities placed Flores Cacho on an organized crime black list in 2010, which grants them more power in attacking his financial assets.
